Isi Dekrit Presiden 5 Juli 1959 - Badan Konstituante yang dibuat melalui pemilihan umum tahun 1955 dipersiapkan untuk merumuskan undang-undang dasar konstitusi yang gres sebagai pengganti UUDS 1950. Pada tanggal  20 November 1956 Dewan Konstituante memulai persidangannya dengan pidato pembukaan dari Presiden Soekarno. Sidang yang akan dilaksanakan oleh anggota-anogota Dewan Konstituante yakni untuk menyusun dan menetapkan Republik Indonesia tanpa adanya pembatasan kedaulatan. Sampai tahun 1959, Konstituante tidak pemah berhasil merumuskan undang-undang dasar baru.

Keadaan ibarat itu semakin mengguncangkan situasi Indonesia. Bahkan masing-masing partai politik selalu berusaha untuk mengehalalkan segala cara supaya tujuan partainya tercapai. Sementara semenjak tahun 1956 situasi politik negara Indonesia semakin jelek dan kacau. Hal ini disebabkan lantaran daerah-daerah mulai bengolak, serta menunjukkan gejala-gejala separatisme. Seperti pembentukan Dewan Banteng, Dewan Gajah, Dewan Manguni, Dewan Garuda. Dewan Lambung- Mangkurat dan lain sebagainya. Daerah-daerah yang bergeolak tidak mengakui pemerintah pusat, bahkan mereka membentuk pemerintahan sendiri.

Seperti Pemerintah Revolusioner Republik Indonesia PRRI di Sumatra dan Perjuangan Rakyat Semesta (Permesta) di Sulawesi Utara. Keadaan yang semakin bertambah kacau ini sanggup membahayakan dan mengancam keutuhan negara dan bangsa Indonesia. Suasana semakin bertambah panas sementara itu, rakyat sudah tidak sabar lagi dan menginginkan supaya pemerintah mengambil tindakan-tindakan yang bijaksana untuk mengatasi kemacetan sidang Konstituante. Namun Konstituante ternyata tidak sanggup diperlukan lagi.

Kegagalan Konstituante dalam menciptakan undang-undang dasar baru, mengakibatkan negara Indonesia dilanda kekalutaan konstitusional. Undang-undang dasar yang menjadi dasar aturan pelaksanaan pemerintahan negara belum berhasil dibuat, sedangkan Undang-Undang Dasar Sementara 1950 dengan sistem pemerintahan demokrasi liberal dianggap tidak sesuai dengan kondisi kehidupan masyarakat Indonesia. Untuk mengatasi situasi yang tidak menentu itu, pada bulan Februari 1957 Presiden Soekarno mengajukan suatu konsepsi.

Konsepsi Presiden menginginkan terbentuknya kabinet berkaki empat (yang terdiri dari empat partai terbesar ibarat PNI, Masyumi NU, dan PKI) dan Dewan Nasional yang terdiri dari golongan fungsional yang berfungsi sebagai penasihat pemerintah. Ketua dewan dijabat oleh presiden sendiri. Konsepsi yang diajukan oleh Presiden Soekarno itu ternyata menjadikan perdebatan. Berbagai argumen antara pro dan kontra muncul. Pihak yang menolak konsepsi itu menyatakan, perubahan yang fundamental dalam sistem kenegaraan hanya sanggup dilaksakanakan oleh Konstituante.

Sebaliknya yang mendapatkan konsepsi itu beranggapan bahwa krisis politik hanya sanggup diatasi kalau konsepsi itu dilaksanakan. Pada tanggal 22 April 1959, di depan sidang Konstituante Presiden Soekarno menganjurkan untuk kembali kepada Undang-Undang Dasar 1945 sebagai undang-undang dasar negara Republik Indonesia. Namun jumlah anggota yang hadir tidak mencapai dua pertiga dari jumlah anggota Konstituante, ibarat yang dipersyaratkan pada Pasal 137 UUDS 1950. Pemungutan bunyi diulang hingga dua kali. Pemungutan bunyi yang terakhir diselenggarakan pada tanggal 2 Juni 1959, tetapi juga mengalami kegagalan dan tidak sanggup memenuhi dua pertiga dari jumlah bunyi yang dibutuhkan. Dengan demikian, semenjak tanggal 3 Juni 1959 Konstituante mengadakan reses (istirahat). Untuk menghindari terjadinya ancaman yang disebabkan oleh aktivitas partai-partai politik maka pengumuman istirahat Konstituante diikuti dengan larangan dari Penguasa Perang Pusat untuk melaksanakan segala bentuk aktivitas politik.

Dalam situasi dan kondisi ibarat itu, beberapa tokoh partai politik mengajukan ajakan kepada Presiden Soekarno supaya mendekritkan berlakunya kembali Undang-Undang Dasar 1945 dan pembubaran Konstituante. Pemberlakuan kembali Undang-Undang Dasar 1945 merupakan langkah terbaik untuk mewujudkan persatuan dan kesatuan nasional. Oleh lantaran itu, pada tanggal 5 Juli 1959, Presiden Soekarno mengeluarkan Isi Dekrit Presiden 5 Juli 1959 yang berisi sebagai berikut.
  • Pembubaran Konstituante.
  • Beriakunya Kembali Undang-Undang Dasar 1945.
  • Tidak berlakunya UUDS 1950.
  • Pembentukan MPRS dan DPAS.
Dekrit Presiden menerima pinjaman penuh dari masyarakat Indone-sia, sedangkan Kepala Staf Angkatan Darat (KSAD) Kolonel A.H. Nasution mengeluarkan perintah harian kepada seluruh anggota TNI-AD untuk mengamankan Dekrit Presiden.
